On another site, we are thinking about recording some music.

Since the members are around the country we would be using audacity.

Question is;

Can you layer different tracks with that program?

Have any of you guys ever used this program to create songs?

I know how to record my drums onto Audacity. but how do I get the parts layered in?

Ofcourse, you can. That's the main reason why you get Audacity (or any program for that matter) 8)
After your record and stop, click the end of the recording (where the waves end) and click Record again. You get a new track!
