§ 118. REGISTRATION BY CITIZENS NOT OWNING FIREARMS

(a) Residents of this state who are 18 years of age or older, and who do not own a firearm as defined in section 4016 of Title 13, shall be required to:

(1) register with the secretary of state's office, the person's name, address, Social Security number, and driver's license number and state of issuance; and

(2) pay a registration fee of $500.00 if the person is eligible for military service.

(b) The requirements imposed by this section shall not apply to residents who are law enforcement officers or members of the armed forces of this state or the United States.




Vermont State Rep. Fred Maslack has read the Second Amendment to the U.S. Constitution, as well as Vermont's own Constitution very carefully, and his strict interpretation of these documents is popping some eyeballs in New England and elsewhere.

Maslack recently proposed a bill to register "non-gun-owners" and require them to pay a $500 fee to the state. Thus Vermont would become the first state to require a permit for the luxury of going about unarmed and assess a fee of $500 for the privilege of not owning a gun. Maslack read the "militia" phrase of the Second Amendment as not only the right of the individual citizen to bear arms, but as 'a clear mandate to do so'. He believes that universal gun ownership was advocated by the Framers of the Constitution as an antidote to a "monopoly of force" by the government as well as criminals. Vermont 's constitution states explicitly that "the people have a right to bear arms for the defense of themselves and the State" and those persons who are "conscientiously scrupulous of bearing arms" shall be required to "pay such equivalent."

Clearly, says Maslack, Vermonters have a constitutional obligation to arm themselves, so that they are capable of responding to "any situation that may arise."

Under the bill, adults who choose not to own a firearm would be required to register their name, address, Social Security Number, and driver's license number with the state. "There is a legitimate government interest in knowing who is not prepared to defend the state should they be asked to do so," Maslack says.

Vermont already boasts a high rate of gun ownership along with the least restrictive laws of any state. It's currently the only state that allows a citizen to carry a concealed firearm without a permit. This combination of plenty of guns and few laws regulating them has resulted in a crime rate that is the third lowest in the nation.

Apples good! Seriously, I'm pretty much talked out on this subject. I've done what I can, now we'll just let the legislative process take its course. This week was one of the worst I've had in many years, and not just because of the shootings. I've unfriended so many fb "friends" and my wife is ready to divorce me lol! But we must move forward, anger just weighs you down.

Good for you Jimmy! Move forward. Everyone is entitled to lose it every now and then! Just don't act like or become a nut after all thats what started this whole thing!

Jimmy, when I am emotional like that I find the best most productive use of that energy is to play and write music. Its when I do my best work. :idea:

there really is no point continuing this discussion. I'm not going to change my feelings.

Glen, it's my country too, I have as much say in it as you do, telling me to get out for wanting to make it better is silly. If I complained I wanted to leave, you would call me a traitor.. it's revolving logic and solves absolutely nothing. If you look at my signature, it's responses like yours that make me worry more about people with guns, really. You are at the top of the bandmix list of people who may someday go on a shooting spree, as you seem to have little to no control over your words, which means you probably have the same amount of control over your actions. The majority of your posts are hyper-aggressive, violent, and paranoid. If you are anything like that in real life, I beg you to seek counseling. I'm not kidding. 200% serious here.

Jeff.. we've said it all- there's respect on both sides, but you disappoint me when you resort to flinging insults instead of answering specific discussion points. It makes any discussion impossible and just forces me to step down to arguing based on feelings and not facts. I always prefer to stick to facts and logical conclusions, which just isn't popular on bandmix.

So yeah, I really just want to be done with this topic and move on.

Kramer, I started with the name calling (which was in jest) when you said I (we) were phuked up in the head! Really, go back and read what led up to me calling you a jackwagon! R. Lee Ermy is where I got that word from I think its funny as hell! True I was joking at your expense and for that I apologize. You guys on here take me WAayyy to serious, most of the time I'm laughing! Last Friday was NO laughing matter though! Sunday when Jimmy started exploding I was genuinely concerned for him! Call me a dumbass for feeling that way but I believe deep down in that tough guy attitude of his, is a good person. Yes I get pissed from time to time I am only human. I get over usually pretty quickly and am NEVER prejudiced by my anger for very long!

As far as Glen is concerned I can't speak for him but I believe you are over reacting. We all blow off steam around here. I believe that is a healthy thing to do and actually GOOD for a person. IMO the ones you have to worry about are the ones that internalize their feelings and withdraw and since they never say anything you don't know who they are until its too late and they snap! Like the person who's name I can't even bring myself to mention because he is Dead and not worthy of being remembered IMO. I am speaking of the man that shot up Sandy Hook Elementary. :shock:

When you save it all up and you go boom at the end, that's called PASSIVE-AGGRESSIVE.

I.e. You are passive and sublimate all you can until you just can't take it and flop over to aggressive and you go bananas.

My ex had the market cornered on that one.
Great woman but I just couldn't learn to live with it..it's like walking on eggshells until she has a reason to "deck ya". lol

Cap'n you just described my ex to a TEE! Its like we were married to the same woman at different times. She was from Jersey too! :shock:
