The cops haven't gotten tougher because we've gotten meaner. The ferals in the inner cities are a specific case but that ain't everyone. No - the govt has deliberately created a new type of police, similar to the Spanish Guardia Civil or the Soviet NKVD. Sort of a militia with military weapons. Task is to maintain order and protect the state. (not you)
Yet another unfortunate concomittant of the war on drugs...Thanks to the equally phoney war on terror (but a very real war to our guys in the 'stans') the police are not only armed like the military they are staffed in significant numbers by combat vets who have learned how to fight and kill but are not by any stretch, "peace officers." Those are different skill sets. But it suits the govt just fine.
in New Orleans, after Katrina, cops assisted national guardsmen in confiscating people's weapons - a blatently illequal act. Whatever they may claim - they are not policemen. They have become thugs.
(I confess that in bad guy v. cop situations I will still come down on side of the cop)
Scotty - won't shoot a kid? I can understand that sentiment but it doesn't work for me since not all 'kids' are the same. When I was supervisoring rent a cops in LA one of my guys (an old dude) was sitting in his car eating his lunch. A 13 year old gang banger shot him to get cred with the bangers.
Would I have shot the kid to save my guy? I hope I would have but I hope equally that I never have to find out.

Very Interesting... I have always viewed Cops as a brotherhood of 'good ole boy's club'... Now, they are a good ol boys club with political agenda.
I can see where Spanish Guardia Civil emerges, but I still believe that cops have had to adapt somewhat independent of govt agendas... If we go back to the 60's when people started calling cops "Pigs" They were probably Guardia Civil back then , as well, its just that we started to call them on it...
However, not everyday is filled with government cheese. Many cops have to go out and do their municipal tasks. Enter Gangstas n Hoodies.... When their civil rights allow them to spit on, taunt and abuse the cops, Its easy to see why a policeman might bust a cap in a couple of heads...
A very cool movie that I recommend is "Training Day" (with Denzel Washington). One begins to see how this evolves.
