I use Fruity Loops a little, but it's only good for making beats. It's hard to make actual music with it, way to complicated to syncopate rhythms on it. Normally, I use it to put down my ideas, so that other people can hear what a song sounds like before we play it.

But yeah, if you're looking to make some good hip hop beats, it's probably the easiest program to do that. You can make one with no idea at all in probably three minutes, just randomly clicking around. btw, just a standard beat? 90-110 bpm. Throw in some simple minor chord progressions (i-iv, i-v-iv) and you're set.
