You didn't list my answer..

Beat them, let them up, beat them again, let them up, beat them again, repeat until brain goes into drive, instead of grinding gears.

(Smack 'em in the head until we get that brain working again.)

"Pain is the best teacher".

Bullies made me the tough mean son of a bitch I am.

Thank you bullies for teaching me how humans really are.

Life gives it's own comeuppance without a lot of limp wrist interference from counselors and the like.

I Voted for number three.

Now, Why is this topic important?

Well... You know those fat rich guys , Congress, Supreme Court judges, Executive cabinet members, who are running our country?

Well... These are the same guys, who at one time, were the nerds from the Debate club in school. These are the guys that got tuckied, swirlied and stowed in lockers as kids... These are the guys who grew up ... and who now own our country. The inner children are mighty mad at the world... So, Basically, we're all f*cked now...

...thanks to the bullies.

I voted for number three because I think every bully needs to have the sh*t kicked out of him with a lesson on respect; needs to pay by tasting his own medicine; and needs to be subjected to electric shock therapy for attitude adjusting.. : )

I've always despised bullies and since I was a kid I've made it a point to stand up to them. My brother and myself have had some down and dirty adventures, usually outnumbered. Country boys, sigh...

My one and only year at college we freshmen were treated to 'hell' night and I got motor oil poured in my hair. I was cleaning up in the shower and an upper class jock told me to clean the shower up and get out of there.

Suffice to say that he never smartmouthed me again. No more hazing either but there were whispers about me lacking school spirit. Gee - ya think?

I reckon one reason I despise the govt so much is they are a bossy bunch of arrogant bullies - but bitches at heart.

None of the above.

Beating them up only makes you as much of a bully as they are and it won't make any difference in their behavior.

Counseling might work, but why is it your responsibility?

Stand up to them. Hurt them if necessary. Remember that their trip is to attempt to control your life. Don't let them.

OTOH, if you are a bystander and do nothing to stop the bullying, you're as much a bully as they guy throwing punches.

None of your solutions work the best, Sans comes closest. What needs to happen is federally mandated martial arts training in our public schools starting in first grade. By the time kids get in sixth grade they should be competing for belts. Also there should be a three strike rule for bullying. First case of bullying a one week suspension and parents FINED. Second case of bullying a one YEAR suspension. Third case of bullying lifetime suspension from public schools, PERIOD. If every kid was a martial artist kids would think twice about bullying. Also kids would be healthier, fit, and have much more respect for their peers. Parents woould be FORCED to respect their kids also. I also believe public school students should wear uniforms. It's hard to abuse your kid when you know he or she could break your kneecap. Damn, the things I would do if I was President of the U.S.

Martial Arts?...Hmmm... Ehh!...let em carry guns. Also... Under your Federal plan, If i were a kid...I just figured out the fastest way to get out of having to go to school...
Now, as for parenting... I do not believe in sparing the rod. In my world, kids need to earn my respect... That is non-negotiable.
I believe that many parents in America have dropped the ball on raising kids... Nobody teaches respect anymore, so it seems...

Funny, when parents get FINED kids will wind up with their butts back in school. Those parents who are so irresponsible that their kids end up being chronic bullies don't deserve their kids to go to school. I believe that if every kid is taught to defend himself or herself bullying would be a thing of the past. Martial arts teaches a lot of other good attributes. As far as carrying a gun, right to carry is a good thing, not for minors or schoolchilden of course, but I'm NOT opposed for teachers and school employees carrying guns. Imagine a school where ALL the kids are martial artists, where they ALL wear the same uniform, where ALL the staff may or may not be armed (students wouldn't know who is armed). No more bullying. Much less overweight, out of shape kids. A higher level of concentrated learning. NO BULLIES, PERIOD.

Hee hee hee... Another debate! Hee hee hee...! :)

I suspect... The framework of federal law would not allow legislation, which would coerce citizens to incriminate themselves into violations and penalties, as a prescription of punishment for other offenses. (It violates constitutional rights) In Other words, If a Bully gets kicked out of school by the feds for being a bully, ...the feds cannot then prosecute and convict him (or the parents) for truancy from school.

I do think fining parents for the abhorrent behavior of their kids is a good idea. This is because Kids "learn" bad behaviors from parents, either directly, or indirectly (via negligence) However, There is a huge caveat to that...
Imagine how many ghetto households would flood the streets with unwanted babies...
Society should never discourage the rights to raise a family. Fining parents would open a social can of worms.

I think holding a kid closer to the same bar that we hold adults under would work better. It teaches accountability at a very early age. That , in turn elevates a child's thinking and reasoning abilities about how to get through life successfully.

As for bullies, thsy are typically neglected at home and left to face issues alone..

Or maybe keep things simple, give a young bully a good swift kick in the ass...
