Very elementary. It is because God gave man free choice to do as he wishes. The sole purpose of that is to show man how corrupt in nature man is without God. The promise to those who believe is that He shall show them how good life can be under His leadership.
But even if that were not the case, then you would still have to see the truth in the fact that man is inherently evil, not God.
God created the universe. He did not make it to act against its very own nature. That being that when you have a molten core with a crust for a surface the earth itself will shift according to its nature. God does not need to interfere at all.
Men blame all manner of things on God. Even the the weather. Even though we know how warm air reacts with cold air some blame God when a storm arises? And then turn around and with the same breath and say man is causing global warming? Then it is man who has caused the storm.? If Nature does what nature does, we do what we do and God does what God does. God made man for His pleasure. We did not make God for ours. So why should we demand that He stop things from happening? And who are we to tell creation how to behave?
But for those of us who believe in a living loving God, we also believe in what is presented to us as His word. And if you believe His word, you also believe there is an evil entity called the Devil, who leads all mankind astray from goodness and righteousness. And the devil orchestrate tragedy in the life of mankind on many levels.
