A basic function of the Government is to protect
the citizens. I believe this falls under that no matter
who pays. Seems to me that taxes need to be
spent here instead of bridges to nowhere.

You know KLUMO tax and money should be allocated for basic needs such as police, fire protection and other needs, but money should not be the only determining factor in provide vital services, living in a society there has to be a certain amount of moral responsibility from all of us and governing bodies I'm not saying to legislate morality I'm talking about having a sense altruism in a case like this

This man's home and his 2 pets could have been saved and the town could have dealt with the $75 fee after, there are a myriad of way to collect, instead they chose to do nothing, their rational is "we were following orders"

Some orders are not worthy to be obeyed.

You've mentioned bridges to nowhere here in jersey we have couple of them, cost us &400 millions each but this is a whole new subject that can drive us to drink, better not getting into it, too frustrating.
