The other thread made me think of this.
I would put U2 at #1 every time. Obviously you can't get them to do it every year. Springsteen was cool - but I think he is probably the only aging rocker who can still pull it off, and probably not for much longer.
Other thoughts I had:
Dave Matthews Band - They have a reputation for a great live act and I think they could medley several songs effectively. Most people seem to like them. Not sure they have enough of the "rock" vibe going, but I think it would still work.
Alter Bridge - Myles Kennedy has an awesome voice; it would be fun to hear him wail live. Plus, they have some songs that are really great lyrically (One By One, In Loving Memory, Rise Today, etc.) Very anthem-type stuff... Plus, Creed did the Super Bowl several years ago.
Chickenfoot - I think Sammy and Joe would be cool to see at a halftime show, and between those two you have a giant catalog of music you could whip out to rock the crowd. You could pull out an old Hagar tune, old Van Halen, or cover something... lots of possibilities.
Foo Fighters - biased maybe, but I think this might be the best halftime show ever.
Shinedown - Probably not enough people know who they are, but they would rock it.
