I have a quick question. I am familiar with the rules of recording other artist's work, and selling it. My question is, is the procedure the same for recording another artist's work, and uploading it to a website such as Myspace. Would I still need to obtain the licenses and pay the royalties? Thanks for your help.

You would need to contact the band on that. Depending on the band, their management or publisher might demand royalties, especially if they get paid from radio or digital music stations on television, like Music Choice or something like that.

I'm sure you could get away with posting up a cover, but you run the risk of getting caught. Personally, I would rather be honest and talk to the artist about it first.

Myspace does have a disclaimer about posting stuff that is already under Copyright.

I would avoid posting a recording of a cover. You can get a blanket license, I think it's $250, but why not just post an original instead?

You aren't allowed to upload cover material to myspace, generally.

They don't want the trouble.
