Neither. Jesus was addressing individuals not classes or groups. The whole concept of personal salvation is just that...... personal, not collective. Some wealthy people are generous, and some poor are generous as well. True generosity and kindness without hidden motive come from within the individual.
Government steals from the working man not to help the poor, but rather to enrich themselves by purchasing votes to maintain their power. They are thieves with a goal, not a commission. That should be obvious to even the least intelligent amongst us.
I always thought that the "Teach a man to fish" proverb was usually attributed to Confucius. It is regarded by most to be a Chinese proverb of unknown origin. It is not found in any Bible.
