My beloved mum once gave me some really good advice - she said 'Never lend friends money unless you can afford to lose it'. If you can mentally consider it a gift it will be lovely when it is returned and if it isn't you won't have lost that friend (though why you'd want to keep them when they steal from you is a different matter).
But the big question here is why you consider these people your friends anyway. There's no way in the world I would lend money to anyone who treats me the way these people seem to treat you. They are not your friends and you'd be better off without them. Don't let them take your money too when they go!

As I was heading home from work this past spring, I saw a guy on the side of the road, sitting on backpack, with a dog on leash and a sign that said 'stupid hippie, please help'. I went home, told my wife, made up a veggie sandwich, found some unopened snack bags of food, put some dry dog food and a couple of dog biscuits in a baggie, threw a couple of bottles of water in the bag and brought it back to him. He thanked me.

Lending cash to a friend - usually a good way to lose the friend. Even if you don't expect it back, the friend will feel guilty about it (unless he's a total schmuck) and will fall away.
I loaned a few hundred bucks to a friend in high school so he could buy an engagement ring for his girlfriend. She dumped him a few months later, but didn't give back the ring. He had no money to pay me back, eventually I got the Epiphone acoustic I still have from him in partial payment. Found him on Facebook last year, and friended him, but he has yet to reply to any messages.
