It's a writing paradox.
When you write anything at all, your first draft is to please YOU and only YOU. Second draft is for your editor or whomever is going to help you cut off some excess.
It should be, in retrospect, 1st draft 100% + 2nd draft -20% = final draft
It's a concept, not a math equation.
