Our group is a semi-professional wind band with a high level of performance but we cannot seem to draw an audience to our concerts. In addition, the venue where we have been playing is now charging us when they did not before.

Looking for advice on how to increase our audience or even where the problems lie, and also a resource to find music sponsors

We send out emails, advertise through Facebook and twitter, local radio station (5x prior to concert), and newspaper.

Thanks for any help or sites that can offer help.

You aren't going to like the answer.

Hire a bunch of hot chicks and go topless. The room will be full every night.

Seriously, you are competing with a bazillion other options for entertainment that are free, on demand, and don't require going out. It takes a LOT more than just good music to get people to come see you, especially if you are playing local. They can see you anytime so the best chance you have of getting people to come to your shows is by doing no more than one every two months in your city, and making it far BEYOND a time of music.

I don't usually play the same place more than once every year or two.

If you have to pay to play at a venue that is (ostensibly) making money, then time to move on. That's "pay to play", and will never get you anywhere.
As a 'wind band' you are playing a unique style that is not suitable for casual evening listening. Fairs and fests will be your best bet.
