Hot chassis means the chassis is connected and can carry an electrical charge while powered up, usually it's ground though, and not too risky. But don't mess with it...
If you want to try new tubes, look up some info on how to do it, you should be able to find info online on your amp. Swapping tubes should be no big problem, but with a live chassis you have to be careful, DO NOT try to pull tubes while it's plugged in.
Google your model and you might get some good info, and it would be a very good idea to have a reputable local tech look at the amp and advise you concerning the hot chassis and changing tubes. It will also need to be biased, so you'll need an amp tech for that unless you are very familiar with tube amps.
One note, tube amps run on DEADLY VOLTAGE, and they contain capacitors that hold a high voltage charge for several months after being shut down. The caps must be drained if you open it up, BEFORE touching any components. Tube amps can literally kill you, be very careful.
