John Norum!!!!!! Classic Rock Magazine will agree with me!
Nuno Bettencourt. Yeah, sure, nobody really remembers the band Extreme past their song 'More Than Words', but they had an awesome bunch of albums, not to mention all of Nuno's solo material, which is just as if not better than Extreme. He's just immense. One of the best Rock guitarists you never heard of. A close second to him would be Ty Tabor of King's X.
I seen Ty play the start to Baba O'reilly live
on stage at a party with a guitar. I've never
figured out how he did that, but make no mistake
I watched him do it, unbelievable.

It's a good day to die
I haven't looked throough all the posts to see if he's already been mentioned, but look up Jesse Gress. he can play anything, literally.

Glen Tipton, K.K. Dowining , Tommy Shaw, David Gilmore, Nuno Bettencourt
I think that Mark Knopfler and David Gilmour should be included in the conversation.
Has anybody well known been under rated?
There's lots of people mostly unknown outside their circles, but I can't think of 'under rated' and 'known'
Don Felder, maybe?
