but if a guy has used up all available free bandwidth at websites that host tunes , does that mean I now have to quit writing? if I am going to continue writing riffs I need a place to upload them to, not necessarily to show them off, but to receive critiques and such..

You filled up soundcloud, soundclick already? Delete the old stuff?
Try Bandcamp - not sure what the limits are, but you can set your own pricing for downloads (even free) as well as how many songs people can listen to without buying anything. And you can upload full resolution WAV files, not just MP3s. I've got 4 albums + some other songs on there.
There's also Reverbnation, don't think they have any limits, but they are only MP3s.
