VOLUME has nothing to do with POWER. Now I'll let you all try and figure out what I mean.

power = amperage X voltage P=wattage/power I = current E=voltage..

my second attempt to answer: sometimes smaller wattage guitar amplfiers are more loud than larger powered amps.. but be sure to consider whether it's RMS or peak to peak .. my 40 watt Fender Hot Rod Deluxe can be heard 3 miles away outdoors with a good wind blowin'..

Speaker efficiency also plays a key role.
Of course, you could also mean that shouting at the top of your lungs doesn't give you the 'authority' (power) to rule a band!

No VOLUME does not equal POWER . . . not in tone, nor performance.
Watch an eagle dive from 1000' into a perfect kill.
Or the great owl cruse across the wood and pick up his audience as if effortless.
Tone however and unfortunately for me is accompanied by a certain amount of volume.
When I find the combination that allows me the power of tone I wish AND perfect control over my volume then I will be satisfied.

If you play like I do you need LOTS of power. I play at low volume, but to reproduce the lower frequencies without squashing them you need power. When playing at room volume I use at least 100 watts and a JBL 15" Mid 5" and a horn. Low efficiency speakers, those so called "full frequency" speakers squash the mids so that the lower freq and the high freq are accented. When I play through anything less than 100 watts, the bass freq fuzz up. So for me, power is a must. Now volume is a totally different matter.
