George this weekend I went up to the lake condo and there was a guy up the way playing bag pipes, sounded pretty good to me.

That's cool. I've heard some really good pipers myself.
I have my doubts about this guy needing pipes for his "punk" band though.

I see that all the time (even on Craigs) - it's terribly funny when one person is seeking vocals, rhythm, lead, drums and keys - makes one think the original poster is trying to form a band just so s/he can go see them play...
haha.

Local band with a good following named Enter the Haggis that have a pipe player who also plays other instruments.

It does not surprise me at all, since bagpipes are included as default on Bandmix's list of instruments. The majority of profiles I see here mention bagpipes.
Many people only know of the Scottish Highland War pipes, as bagpipes, because they were used to accompany Scottish mercenary regiments for British colonial conquests.
Many other peoples had bagpipes long before the Scots did. Usually by shepherds of a more peace loving pastoral type:
