There's a difference between "Romney wants screen doors on submarines" and "Obummer." The former is a joke that takes something specific Romney said and humorously extends its implications to other forms of transportation with particular design requirements for their respective operating environments. Note that there's no personal attack against Mitt Romney here; it's merely playing on his apparently poor understanding of the physics of air travel. The latter, on the other hand, is a derisive nickname that attacks President Obama personally, and demonstrates no wit or intellectual sophistication besides a cheap pun on the President's name. Most importantly, the nickname "Obummer" gives no indication why the President is perceived as a "bummer," and the ad hominem attack implies that the person using this nickname cannot offer, or at least is uninterested in offering, any substantial support for their position. If President Obama is anywhere near as bad as you say he is, you should have no trouble making fun of him for things he has actually said and done rather than merely for who he is as a person.
