Discmakers did my first CD. This was back in 2002, so I wasn't really happy with them because they told my CD sounded great, but it really needed to be further mastered. We didn't know what we were doing, so we thought they would've noticed the music was overmaximized. And they offered mastering which was strange they didn't see an opportunity to make a few extra bucks.
Anyway, they still did a decent job on the graphics which my friend did and the printing of the CD. 1000 Digipaks costed me around $2300.
You don't want to use .jpgs for any sort of printing because it comes out pixelated or fuzzy looking. .jpegs should be used for web only. What you can do is go to the Paint Shop Pro website:

Download their program for free, you can use it for 30 days. It's a cheap version of Photoshop, but works just as well to me, and it's only $79. But you can open up your .jpeg and save it as a .tif or bitmap. I always use .tif for printing. I use this program for all of my print work, and I've never had a problem. I used a .tif file for Discmakers.
