Well first off the correct answer is probably EVERYBODY! But is there some universal setting that when you open up various folders, or browser windows that these things open up full size? Sometimes I find they open up full size, and sometimes they open up small, and I just can't figure out why sometimes it does it one way, and sometimes it does it the other way.

Tools / Folder Options
For Vista, or Win 7 -- Control Panel / Folder Options. Click the reset folders button.

At the top right you should see three icons. A minus sign, a X and the middle one is for small/full size. Click that one for a full screen window then close it. Next time you open that folder it should open the same size as you close it.
Use the same button to set it half size, close it and it should open half size next time. Works for most applications. some refuse to cooperate, but not many.
