Is this a bribe to pay off a gov't outside the USA to keep our former VP from having to face BRIBERY charges? (They're calling it a "settlement offer!")

It's a bribe for common criminals, it's a settlement for those who have bucks and power.

There calling for a fine of 250K.
They stall on issuing arrest warrants.
I think it's a sheep in wolfs clothing and it goes deeper.
I'm thinking they are thinking, we as a country already got too much on are plate,so let's just get out of it.
