I think that what you have to do is find ONE person who is in synch with the style of music you want to play.
Meet him, play for a couple of hours, and then talk about what you want to do with your music.
This first person must be in synch with you, he will be the most important person in the group - be sure he's the right guy, or keep on looking.
.
Play together at different open mikes, and mention that "eventually we'll be looking for a " . . . " (fill in the blank, singer, bass player, drummer, whatever."
.
And word WILL get around.
Be patient, just keep on practicing together and keep learning and keep performing new songs.
You have to meet people face-to-face.

You know it's different for everyone, you either are very talented and that could be difficult, or your in the middle of one of those experience level changes where no one around you are in. Me I learned very early in my music career to kill 3 birds with one stone, I stated out as a lead guitar player, then taught myself how to sing Lead Vocals, and in the process expanded my guitar play where all I needed was a drummer and a bass player. For me this worked, I played a 3 piece bands for decades. So you just need to find the right place and talent for you, sometimes it takes a while... But you can do it...

If you want to get somewhere with your music, try to play things that you can not yet play.
Learn new things in music.
Always have something new and difficult in the works.
.
And, when you're working on new stuff, think of it THIS way: DO it 10% BETTER than last time.
.
Don't just try to DO it, try to do it 10% BETTER.
.
10% improvement, every day - it adds up at a phenomenal rate.
