Just the fact you would use the example of playing on railroad tracks shows what you believe public education should do and what parents like myself apparently are not doing. Straw man. Same with PE which is nothing more than a period of exercise to break up the day. When kids are little it's recess. When older it's PE.

What I take issue with is the concept of youth patrols being taught to watch their neighbor. Civil service armies watching their fellow citizens.
