Run the 8's in series parallel with the 16's. (Two 8's being 16 ohms in series.) Then parallel all three sets. That way the 8 ohm speakers won't steal all the thunder from the 16 ohm speakers.

The other factor relating to volume output would be the spl level of the speakers themselves.

I was gonna say that. If the 16 ohm speakers put out 130 db at 1 watt/1 meter and the 8 ohm speakers put out 127 at 1 watt/1 meter a Volume Attenuator "I Pad circut" is needed.
