If thats the case turn the a.c. on when its in the 30's then tell him you will turn the thermostat back up if he turns that rap music down! Gosh I HATE RAP that sh!t ain't music!

No a.c. in the dorms, unfortunately. Only heat. But still, when it's 5 degrees outside, turning off the heat can be pretty effective.
