The point was to wreck the system so they could fix it later with full-on single payer. That would be when they would truly own and control us. You can't control the costs of that kind of system unless you mandate the desired behavior and penalize those who stray. Some called that "death panels" as govt would be deciding when one had exhausted all approved options.
