Republican presidential candidate Sen. Ted Cruz explained his position on TPA thusly:
“Historically, since FDR virtually every president has had fast track authority. What fast track provides is simply if a free trade agreement is negotiated, that Congress will vote on it up or down without amendments and history has demonstrated for the last 80 years that the only way to get free trade agreements adopted is to have fast track. That if there is no fast track, free trade agreements do not end up being negotiated.”
However, something more dangerous appeared to be at stake, as the TPA could affect not only free trade in goods, but also free trade in arms.
If the president possesses the power to negotiate unilaterally with foreign powers, international agreements could allow for anything to be traded, based on whatever the White House deems as “goods” — including firearms.
If the TPA does pass, then the United Nations Arms Trade Treaty would not be up for debate at all. TPA would allow for a simple up or down vote on these presidentially brokered deals.
The U.N.’s ATT, as the treaty is colloquially labeled, attacks Second Amendment rights in many ways. It effectively limits the ability for the American people to exercise their right to bear arms. The New American provided a detailed analysis of the ways in which this treaty infringes upon our rights and it is shocking.
At its core the ratification of the Arms Trade Treaty by the United States would require that the federal government force law-abiding gun owners to add their names to a national registry as well as declaring all the firearms and ammunition in their possession.
This list would be kept and monitored for at least ten years.
The treaty also would supply a “voluntary trust fund” to assist countries under the agreement disarming their citizens.
What this means in conjunction with the TPA is that the president, Barack Obama, can actually “fast track” the Arms Trade Treaty ratification without a two-thirds majority vote by the Senate.
