Instead of older ad's just saying..active over 1 month...it should give a date that a person last used it so you're not trying to contact someone months or even years after they placed the ad

It jumps from 'active within 24 hours' to '1 week', too, but I don't think that's going to change.
Simple rule (for me) - if people haven't visited their profile within a week, they're probably not looking for others/gigs actively.
Also, if they haven't supplied a way for others to contact them other than BM messages (which are only for premium members), the same rule applies.
