Whoever he is - he is mentioned in youtube comments (heavy metal vids) more often than Dave Mustaine. e.g. "All the uncool ass holes listen to Bieber - it's a sin he gets more hits than Megadeth!"
I've assumed it's a high school thing and Bieber is a teeny bopper singer, but don't pretend to know much about it.

Drew Magery wrote an awesome article for GQ called "Man Up, Bieber". I loved reading it because of it's irreverence toward the teen idol. It was insightful and I definitely recommend reading it.
